Wang Annan, deputy director of the planning department of water conservancy planning department explained that water conservancy is an important infrastructure of national economic and social development, has the very strong public welfare, and the large scale of investment, long construction period, weak profitability, mainly by government investment, social capital participation degree is low, the lack of water conservancy investment 20%.
In recent years, in order to speed up the reform and development of water conservancy and expand the investment and financing channels of water conservancy, the state has promulgated some policies and measures, and clearly put forward water conservancy projects attracting private capital investment, building farmland water conservancy, inter basin water diversion, comprehensive utilization of water resources and soil and water conservation. However, as the supporting policies of investment subsidy, financial discount and price mechanism are not refined enough, the willingness of social capital to enter the field of water conservancy is not strong.
Since the third Plenary Session of the 18th CPC Central Committee, the CPC Central Committee and the State Council have made new plans for deepening the investment system reform and encouraging the development of social capital, and put forward new requirements for attracting social capital to participate in water conservancy construction. The issuance of "opinion" is of great significance for stimulating the vitality of market players, establishing and improving the multi-channel financing mechanism of water conservancy investment, speeding up the construction of major water projects, and supporting the sustainable development of economy and society.
Wang Annan pointed out that "opinions" clearly stated that except for the special provisions of laws, regulations and rules, the construction and operation of major water conservancy projects should be open to social capital. As long as the social capital, including compliance with the conditions of the various types of state-owned enterprises, private enterprises, foreign invested enterprises, mixed ownership enterprises, major water conservancy projects, investment and other business entities are willing to invest, in principle, should be given priority by the participation of social capital construction and operation. But the construction and operation of water supply and drainage pipe network in a comprehensive water control project and large city should be controlled by the Chinese side according to the regulations.
At the same time, the opinion put forward the establishment and improvement of the mechanism of government and social capital cooperation (PPP), and encourage social capital to participate in the construction and operation of major water projects in the form of franchising and share holding. For water conservancy projects with strong public interests and no direct benefits, such as river and embankment treatment, we can attract social capital participation by developing combinations with strong business combinations and implementing unified planning according to the river basin.
Wang Annan added, "the preferential and support measures opinions" focus from government investment guidance, financial subsidies, price mechanism, policy finance, water rights system reform: first, give full play to the guiding role of government investment, encourage and support the development of major water conservancy investment fund, the government can be supported by fund subscription share, direct injection etc.. Second, improve the project financial subsidy management. Third, when we improve the price formation mechanism and the price adjustment is not in place, the local government can arrange fiscal funds according to the actual situation, and make reasonable compensation for the operation units. Fourth, give full play to the policy financial role. Fifth, we need to promote the reform of water rights system, encourage the development of water rights transactions between regions and water users, and attract social capital to participate in the development and utilization of water resources and conservation through water rights reform.
