The State Council issued the "water ten" clear water pollution prevention standards today, the State Council issued the "water pollution prevention action plan" (“ water ten ”, hereinafter referred to as the plan), plan put forward the comprehensive control of pollutant emissions, promote economic restructuring and upgrading, efforts to protect water resources conservation, strengthening scientific and technological support, give full play to the market mechanism the role, strengthen the management of water environment and ten comments.

According to the "plan", to 2020, the national water environment quality improvement stage, the serious pollution of water greatly reduced, continuing to enhance the security level of drinking water, groundwater control, groundwater pollution trend has been curbed, and good environmental quality in offshore sea domain stability, regional water ecological environment in Beijing Tianjin Hebei, the Yangtze River Delta, Pearl River Delta has improved. By 2030, the quality of the water environment in the whole country was improved, and the function of the water ecosystem was initially restored. By the middle of this century, the quality of the ecological environment has been improved, and the ecological system is a virtuous cycle.

"Plan" mentioned main indicators: by 2020, the Yangtze River, Pearl River, the Yellow River, Songhua River, Huaihe, Haihe River, Liaohe Basin (seven key water quality at or better than the class III) the total proportion reached more than 70% prefecture level city built-up area of black and odorous water was controlled within 10%, the water quality of centralized drinking water source level and above the city at or better than the class III overall proportion is higher than 93%, the proportion of poor groundwater quality control in about 15%, coastal water quality (one or two) ratio reached 70%. In the Beijing Tianjin Hebei region, the proportion of the water loss section (V class) is reduced by 15 percentage points. The Yangtze River Delta and the Pearl River Delta region strive to eliminate the water that is useless.

By 2030, the proportion of water quality in the seven key catchment reaches over 75%, and the black and odorous water in the built-up area of the city has been eliminated. The total quality of the centralized drinking water source is up to or around 95%.
